It's hardly news that the immigration system is a mess. Foreign nationals have long been s

lip- ping across the border with fake papers, and visitors who arrive in the U. S. legitimately often over- stay their legal welcome without being punished. But since Sept 11, it's become clear that terrorists have been shrewdly factoring the weaknesses of our system into their plans. In addition to their mastery of forging passports, at least three of the 19 Sept. 11 hijackers (劫机者) were here on expired visas. That's been a safe bet until now. The Immigration and Naturalization Service (INS) (移民归化局) lacks the resources, and apparently the inclination, to keep track of the estimated 4 million foreigners who have intentionally overstayed their welcome.

But this laxness (马虎) toward immigration fraud may be about to change. Congress has al- ready taken some modest steps. The U. S.A. Patriot Act, passed in the wake of the Sept. 11 tragedy, requires the FBI, the Justice Department, the State Department and the INS to .share more data, which will make it easier to stop watch-listed terrorists at the border.

But what have really needed, critics say, is even tougher laws and more resources aimed at tightening up border security. Reformers are calling for a rollback of rules that hinder law enforcement. They also want the INS to hire hundreds more border patrol agents and investigators to keep illegal immigrants out and to track them down once they're here. Reformers also want to see the INS set up a database to monitor whether visa holders actually leave the country when they are required to.

All these proposed changes were part of a new border-security bill that passed the House of Representatives but died in the Senate last week. Before Sept. 11, legislation of this kind had been

blocked by two powerful lobbies: universities, which rely on tuition from foreign students who could be kept out by the new law, and business, which relies on foreigners for cheap labor. Since the at- tacks, they've backed off. The bill would have passed this time but for congressional maneuverings and is expected to be reintroduced and to pass next year.

Also on the agenda for next year: a proposal, backed by some influential law-makers, to split the INS into two agencies—a good cop that would tend to service functions like processing citizenship papers and a bad cop that would concentrate on border inspections, deportation and other functions. One reason for the division, supporters say, is that the INS has in recent years become too focused on serving tourists and immigrants. After the Sept. 11 tragedy, the INS should pay more attention to serving the millions of ordinary Americans who rely on the nation's border security to protect them from terrorist attacks.

Terrorists have obviously taken advantage of______.

A.the legal privileges granted to foreigners.

B.the excessive hospitality of the American people.

C.the irresponsibility of the officials at border checkpoints.

D.the low efficiency of the Immigration and Naturalization Service.

Littleton News Update

The rate of unemployment in Littleton, a small town in the south west of England, has reached a record high this week. According to Helen Santer of Littleton Business Association, there are currently over 4,000 people registered as unemployed. This represents almost a quarter of the town's working population and is an increase of 5% compared to the previous year.

The main reason for this rise was the closure of the last remaining factory in the town, LKS. The company, which manufactured a number of parts for use in the computer industry, finally closed its doors in August, leaving over 150 people without work. Another major employer in Littleton, the Victoria Hotel, was recently bought by the well-known hotel chain Mount Clark, which fought off an attempted takeover by the health club operators Health Check.

Although staff had feared that they would lose their jobs in the resulting reorganisation, hardly any 'employees have in fact been made redundant. The company's management has recently announced ambitious plans for the improvement of the building's guestrooms.

More people are without work in Littleton than ever before.

B.Wrong

C.Doesn't say

听力原文: When he first heard the news on the radio, Charles could hardly believe it. He had been told by some friends to expect what happened, but still, he just couldn't accept it. He had spent too many years perfecting his trade to think that the time would come when machines would replace him and his skills.

That was the news that struck his ears early on that morning five months ago when the announcement came. The company was going to install machines and save thousands of dollars in production costs. Unfortunately, for Charles it meant that his job was going to be abolished.

At first he had thought it was humiliating to be replaced by a machine. But, now, months later, he felt relieved that his skills were not lost, but, instead, valuable enough to be placed in a computer! Those skills were still producing useful products for people, and now his job was to supervise rather than do the work himself.

Charles had, as they say, "moved up in the world". He was no longer a worker; he was a manager!

(26)

A.The news that machines would replace him and his skills.

B.The news that he had to learn new skills.

C.The news that the company was going to reduce the number of machines.

D.The news that he was no longer a worker.
