A former town hall worker made legal history last week when she was awarded £67, 000 for stress brought on by her work. The ruling made Beverley Lancaster the first person to get their em- ployer to accept the legal responsibility for stress-related personal injury in a British court. It is like-ly to start a flood of other workers' claims, Mrs. Lancaster's union already has 7, 000 stress-relat-ed cases on its books.

The 44-year-old mother of two started a legal case against Birmingham City Council after falling ill while working as a troubleshooter in a neighbourhood housing office. Dealing with rude and abusive members of the public pushed her into periods of gloom and she suffered anxiety , Birmingham county court heard. Mrs. Lancaster joined the council at 16, working her way up from junior clerk to senior draughtswoman. Her problems began when she was promoted to housing officer in Sutton Coldfield. "With no continuity, a constant high workload and little clerical support, I found it difficult to switch from one problem or situation to another, " she said. "My concentration swung and I suffered sleepless nights. It made me feel like I was in a hole with no key to open the door .I would break down in tears. I was being buried in paperwork and at times my mind would just go blank. "

In awarding compensation of £ 67, 491, assistant recorder Frances Kirkham said she understood the position of troubleshooter was very different from Mrs. Lancaster's previous job. She rejected claims from the council that Mrs. Lancaster would be able to go back to her former profession, saying she accepted that the possibility of future work would be in a lesser capacity.

After the hearing Mrs. Lancaster said she was relieved and pleased. She added, "I hope this will act as a warning to employers. Everything I did was right. The council made promises to me and they failed me: I felt isolated, let down, that I was not good enough, not wanted. "The pay- out, the first of its kind to be decided in a county court, covers loss of wages and future loss of earnings.

A spokesman for Birmingham City Council said action had been taken by the authority to re-view its staff and management procedures.

46. Mrs Beverley Lancaster was awarded£ 67 ,000 for__________ .

[A] illness caused by her job

[B] her successful and good work

[C] the courage she showed in court

[D] the amount of work she did

Inflation has just exploded. The real problem is that we have an underlying rate of inflation-an impetus of wages chasing prices-of maybe 9 percent that is heading towards 10 percent. There also have been tremendous shocks in energy ,food and housing prices ,making it worse.

By the end of the year ,we will be in a situation where year in ,year out, we can look forward to at least 10 percent inflation. And the question will be: How much worse will oil ,food and housing prices make that?

The situation has degenerated to the point that the only way to turn it around is to think of some very extreme changes in policy. A policy of gradualism ,where you're talking about a mild re- cession and another l t0 2 million people unemployed ,won't make much difference. Postponing ac-tion just means that inflation presses further and is even more difficult to deal with.

You have to start with revenue and monetary restraint. All the burden now is on monetary poli-cy. We should shift to a much more restrictive revenue policy and an easier monetary policy. To be Significant ,the 1981 budget should be cut by at least 20 billion dollars from 616 billion President Carter proposed. That's a major cut in government programs-and very hard to do. It's impossible if you save defense and all the programs indexed for changes in the cost of living.

So it means cuts across the board in every area-including the indexed programs ,such as So-cial Security and food stamps. State and local-government revenue-sharing programs are another ma-jor candidate. You've also got to reopen the 1980 budget and cut that.

Then I would favor wage and price controls to break the impetus of the wage-price interaction .In order to get quick results ,l 'd set the standard around 5 0r 6 percent for both wages and prices .Basically ,you're aiming to cut the rate of inflation in half the first year. There would be no excep-tions ,but you would focus on large corporations and .major labor settlements.

For the special sectors where the big shocks have occurred ,controls won't work .lnstead ,you need additional policies in each one of those areas.

There are no cheap or easy solutions to the inflation problem. My answer is to take all the things that everybody wants to do ,and instead of choosing among them ,do all of them. We've got to think in terms of a comprehensive program.

41.ln the author's opinion ,the high inflation rate in the US was accompanied by

[ A] energy crises.

[ B ] mounting wages.

[ C] housing shortage.

[ D] shrinking market.

Whenever Catherine Brown, a 37-year-old journalist, and her friends, professionals in their 30s and early 40s, meet at a London cafe, their favorite topic of conversation is relationships: men's reluctance to commit, women's independence, and when to have children-or, increasing-Iy, whether to have them at all. "With the years passing my chances of having a child go down, but I won't marry anyone just to have a child," says Brown. To people like Brown, babies are great-if the timing is right. But they're certainly not essential.

In much of the world, having kids is no longer a given. "Never before has childlessness been an understandable decision for women and men in so many societies," says Frank Hakim at the London School of Economics. Young people are extending their child-free adulthood by postponing children until they are well into their 30s, or even 40s and beyond.

A growing share are ending up with no children at all. Lifetime childlessness in western Germany has hit 30 percent among university-educated women, and is rapidly rising among lower-classmen. In Britain, the number of women remaining childless has doubled in 20 years.

The latest trend of childlessness does not follow historic patterns. For centuries it was not unusual for a quarter of European women to remain childless. But in the past, childlessness was usually the product of poverty or disaster, of missing men in times of war. Today the decision to have-or not have-a child is the result of a complex combination of factors, including relationships, career opportunities, lifestyle. and economics.

In some cases childlessness among women can be seen as a quiet form. of protest. In Japan, support for working mothers hardly exists. Child care is expensive, men don't help out, and some companies strongly discourage mothers from returning to work. "In Japan, it's career or child,"says writer Kaori Haishi . It's not just women who are deciding against children; according to a re-cent study, Japanese men are even less inclined to marry or want a child. Their motivations, though, may have more to do with economic factors.

46. Catherine Brown and her friends feel that having children is not _________

[ A] totally wise

[ B] a huge problem

[ C] a rational choice

[ D ] absolutely necessary
