I want to talk today about the political management of the war on both sides, the north under Abraham Lincoln, and the south under Jefferson Davis. An important task for both of these presidents was to justify for their citizens just why the war was necessary. In 1861, on July 4th, Lincoln gave his first major speech in which he presented the northern reasons for the war. It was, he said, to preserve democracy. Lincoln suggested that this war was a noble crusade that would determine the future of democracy throughout the world. For him, the issue was whether or not this government of the people, by the people could maintain its integrity, could it remain complete and survive its domestic foes? In other words, could a few discontented individuals and by that he meant those who led the southern rebellion, could they arbitrarily break up the government and put an end to free government on earth? The only way for the nation to survive was to crush the rebellion. At the time, he was hopeful that the war wouldn't last long, and the slave owners would be put down forever. But he underestimated how difficult the war would be. It would be harder than any the Americans had thought before or since, largely because the north had to break the will of the southern people, not just its army. But Lincoln rallied northerners to a deep cemmitment to the cause. They came to perceive the war as a kind of democratic crusade against southern society.

The people in the village asked him: "Who are you? Where are you from?" The boy didn't answer. Instead, he made strange animal sounds. The villagers gave him some food. He ate only potatoes and drank only water. They were kind to him and began to call him Joseph.

That September, some scientists(科学家) took Joseph to Pads because they wanted to study him. In Pads, Dr. Itard taught the boy and Madame Guerin looked after him. They liked him and changed his name to Victor.

Dr. Itard and Madame Guerin wanted to teach Victor many things. Victor was a good student. He learned to wear clothes and eat with a knife and fork. He could spell (拼写) some words. In three years Victor learned to read and write a little. But he never learned to talk and he never learn- ed to understand speech (讲话).

xt, are usually known as "seminars" and "tutorials". I want first of all to deal with the meanings of these terms; then I want to cover the aims of the group discussions; next I'll go on to look at some problems that learners of English are likely to experience in work of this kind; and finally I'd like to offer a few pieces of advice.

First, then let's look at the meanings of the terms "seminar" and "tutorial". Nowadays it's becoming more and more difficult to draw a precise distinction between the meanings of the two words that all lecturers would be willing to accept. The traditional differences which are still accepted by many lecturers are firstly the size of the group and secondly, and perhaps more importantly, their purpose.

A tutorial was usually for a small number of students, say, between two and five, whereas a seminar was attended by a large group, say, between ten and fifteen. In a tutorial, a lecturer or tutor adopted the role of the expert and asked and answered questions related to his most recent lecture. In short, the tutor took the lead; he in fact "tutored".

The purpose of the seminar, on the other hand, was to provide an opportunity to discuss a previously arranged topic. Often one student presented a paper; that is, gave a short talk which served as an introduction to a more general discussion. The other students may have been asked to read a number of chapters of a book, related to the talk, so as to be in a better position to participate in the discussion.
