Small is beautiful. That, at least, is the conclusion of new research examining how satisfied secretaries are in different sized firms. "We have found that people who work for small or medium-sized companies work harder and are more committed," says Catrin Morgan, author of one of the latest studies in this field. "The smaller the environment, the bigger the part you play as an individual, and the more people notice your absence."

This will come as a surprise to many secretaries. Some recruitment agencies said that secretaries are keen to get positions in the bigger companies. However, smaller companies can be more flexible when it comes to working hours, and have better working conditions, but working for smaller firms is not without its disadvantages. Career development in the form. of courses can be limited, but, on the other hand, employees often feel that they can learn more on the job.

In fact, opportunities for promotion are the same whatever the size of the company. Morgan also says, "Our research shows that in a company of fewer than 50 people, employers can actually see what their employees are producing and then give them bonuses as appropriate."

After a three-year survey of the social and behavioral sciences, a committee of the NRC ha
s concluded that these sciences are losing out in the race for federal science funds. Between 1972 and 1978, federal support for the social and behavioral sciences fell 25 percent, while support for other areas of science rose 36 percent.

Consider that recent sociological research reveals that nearly half of all urban dwelling American males can expect to be arrested for some non-traffic offense during their lives. However, a very small group of career predators are responsible for a grossly disproportionate share of all crimes committed. What does this in sight suggest to you about American criminal justice and prison policies? Sociological work also shows that most criminals halt their careers by age 25 to 30. Does this finding have policy implication? If a 29-year-old burglar whose criminal career is nearly over is imprisoned for ten years, may many years of that imprisonment be wasted on expensive and unnecessary confinement?

Treasury officials want to increase the amount of capital that banks are required to hold in reserve. Sounds like a good idea, but will it squeeze lending and actually slow the economic recovery? Here follow the perspectives of two experts:

RICHARD BOVE, (a famous bank analyst at Rochdale Securities): Yes. Capital reserves are higher than they've been since 1936. That wasn't the problem last year; it was that banks had to write down assets at distressed prices. The government is sending contradictory signals here, telling banks to increase lending and increase capital at the same time. You can't do both, so of course lending is going to tighten if you mandate higher capital reserves.

DOUG ELLIOTT, (a fellow at the Brooklings Institution): No. My research shows that if the minimum equity capital requirements were raised by 4 percent, the prices of a loan might go up only 0. 2 percent. That's negligible compared with the stability benefits of better-capitalized banks. The cost of capital is usually only a fifth of the total cost of a loan, and banks have several levers to pull besides loan price to deal with the need for more capital.

OUR VERDICT: The smart way to do this is to link the amount of capital banks have to hold in reserve to the amount of risk they take. The riskier they are, the more capital they need. Changes likely won't take place until 2011, so banks will have plenty time to prepare.
